Overall, it's a great photograph. I'm slightly bothered by the total washout (on the right) initially, but I think that the composition with the very dark foreground offsets that so it isn't a problem.
Those two pieces also help to draw the viewer's eye towards the people on the left, which takes them right where you want them to go. The exposure, especially on the people and the underside of the bridge, is quite good; there's lots of detail in the image and that helps with the industrial desolation theme.
However, I think that it's not the best choice for an emotion theme, because both people are looking off at other things outside of the image or something indiscernible. Their focus is outward and very passive which doesn't convey a lot of emotion to me.
I think that if the frame were tighter, they were focused inward, and they were a little more active, it could be even better.
(I've got an art degree, just in case you were wondering. I also just joined the site, and I'll upload my photo for that later tonight when I get home.)

THX for sharing your thoughts about it. My focus wasn't that clear as you might suspect. I just applied for it "hastily" as I'm used to with my flickR lads. The emotional issue for this picture would be something like "lost" or "alone" achieved by the parameters you mentioned in your post. I'm looking forward to seeing your pics :) Cheers.
