It isn’t on a “trade” system as it once was. It is based on Stamps and Tokens. Stamps to send icon sets to others and Tokens to accept sets sent to you.
For example: NY Neanderthal requires 3 Stamps to send and 3 Tokens to accept. As you have no accepted sets, it’s pretty clear you have all 10 of your tokens still.
In a nutshell: Icon sets require the same number of tokens to accept as they do stamps to send.
When someone sends you a delivery, it will show up in a message just above your display of collections owned (“Icons I Have” tab). If you have the tokens to accept the set (it will say how many are required), simply click on “Yes” and Voila!

Gold = 5 Stamps/5 Tokens
Silver = 3 Stamps/3 Tokens
Bronze = 1 Stamp/1 Token
If there are any other sets you would like, don’t hesitate to ask. After NYN, you should have 7 tokens and can accept a variety of level combinations.
