well, i use Paint.NET. if i resize a PNG image, i have the option of increasing or decreasing the resolution (dpi, or dots per square inch), which will help.
you will get some degradation, no matter what, since most compression/decompression algorithms are lossy to some degree or another (from what i've studied. feel free to correct me if i'm wrong).
@iqon - Thanks! The 'make giant, then shrink' trick seems to enact some kind of Photoshop smoothing voodoo.
Don't beat your monkey too badly. I happen to live with a Photoshop support-guy. It's handy, except when he walks by and announces that I'm doing something the stupid way. ;)

not an official answer but I would say no unless they are the vector icons. Any flat png will distort with resizing at least in my exp.

Not really, since they're not vector graphics. However, I recently learned a little Photoshop trick that might help...
First increase the size of the image to 10 times what you want the resulting size to be. Then shrink them down to the actual size you want.
I've had some luck doubling the size of some of the icons this way.
