I know they usually put out a few sets at the same time but only give them to certain people. For instance, everyone will get one but you have a 1/3 chance of getting A, B, or C?); and then the trading begins. At least that's how it used to be pre tokens.
I think they "released" it but didn't actually send it out to any members. *fingers crossed that we'll get it for free without tokens!* =)
