If your tokens don't refill until the 13th then anything sent now will time out before you can accept it so people are just tying up their stamps.

All deliveries expire after seven days and the Stamps used to send them are returned to their senders, so you may want to request the sets some time around July 6th instead, otherwise you'll wind up declining tons of Manhattan deliveries between now and then.
