once a month you get 10 tokens. If you look at the sets, you'll see that each one costs a certain amount of tokens. So in order to exchange icons with other members you must have tokens. It's like money. And in order to send a member icons you must have stamps. Whenever you exchange icons you get the stamps.
That's pretty much it. If you want more info, you can drop by the forums, they have the most detailed instructions :)
