Page that gets displayed when the server has trouble accessing the database? Sort of like the "Something went wrong" page?
I haven't seen it myself, so I am only speculating. Or it is the foreshadowing that we have all feared (and been reassured to the contrary) that PackRat is killing IB.
Further evidence - I have only spent 6 tokens in the past month and there is only 26-27 hours left in my month.

I think you're accidently being shuffled to the old URL - before the relaunch last year.
