In order of cost (cheapest to most expensive): Alexandria, Manhattan, Marseilles. Those are the sets that have at least ten icons (earning you a badge and 100 points).
Sets with 9 icons (so close to being able to earn a badge & points) include: Taipei, Tower Grove and Amsterdam.

Hi, Danne! I'm sorry I took so long to reply. I don't have that many sets yet myself, but I think Alexandria would be a good idea to start on next, because there's quite a few bronzes in that family and so it's a bit affordable to collect. Try using IB Dashboard -- it's a simple, great way to keep yourself organized, and to track your sets, stamps and tokens. You also get to see how many of which family you have, how many before you complete the icon family, and lots of other handy little features. :)

Pirate advice:
You don't have to accept every set that is sent to you and you have to keep in mind that sets cost tokens and you only get ten (10) tokens a month if you arrr... not a VIP (VIP's=30 TOKENS) so spend them wisely. Sending sets costs stamps.
The value of the sets you send or buy arrr... as follow:
Bronze Set = 1 token for buying = 1 stamp for sending
Silver Set = 3 tokens for buying = 3 stamps for sending
Gold Set = 5 tokens for buying = 5 stamps for sending
(AHS) Diamond Set = 10 token for buying = 10 stamps for sending = As of Today, the One and Only Diamond Set = Amsterdam High Seas = 1 month of tokens

You get more stamps by receiving sets (5 for each set you receive). There arrr... several good tutorials here in the forum and somebody will be very glad to link you to some fairly quickly. I would recommend:
Try to fill out your profile entirely ASAP, to show off who you are to the rest of the community.
