Animated GIFs haven't been allowed since they implemented the resizing (~mid April I think). The avatars others have with animation would have been uploaded before that, and I'm not aware of the chefs being close to making that work again. You could email them and/or add your request to the features requests thread.

To fix your broken avatar, try saving your image as a PNG instead of a JPG and uploading again. That seems to work for others with the double dot problem. (If it doesn't work for you, please let me know).
